Corequisite Reform: A New Opportunity for Student Success

College-level English and math, with targeted support alongside—not a long sequence of prerequisite remediation before students can begin.

Research date: October 18, 2026 · National baseline: February 2025

Access with support

A different starting point—not a single national rule.

In a corequisite model, students enroll in gateway English or math while receiving concurrent, targeted help with the skills that course requires. Support may be a paired course, lab, or other coordinated instruction rather than a prerequisite sequence. ECS overview.

The February 2025 policy picture identifies 29 states or state systems that allow or require corequisite support. That combines permission and requirements; it does not mean 29 statewide legislative mandates. ECS comparison; explanation of the 29 figure.

Law, regulation, or system policy?
Legislatures pass statutes; agencies adopt rules; boards and systems set policies for their own institutions. A system requirement is not necessarily a statewide law. Compare authorities.
Allowed is not required.
An available model does not require every institution or student to use it. Placement, subject, pathway, and exceptions matter. ECS scope details.
Effective is not fully implemented.
A law can be in force while colleges prepare for a later transition deadline—as Iowa illustrates below. HF 2610, section 11.

Reform is an instructional project as well as a policy change: align support with gateway work, coordinate faculty, and make progress visible. The Dana Center discusses the practical challenges of scaling corequisites—not evidence of BeastScholar outcomes. Implementation context, June 2023.

Two different kinds of change

Iowa's law. Minnesota State's rollout.

Iowa · Enacted 2026

Transition by 2028–29

HF 2610, section 11, creates Iowa Code 256.140: all Iowa community colleges must replace traditional prerequisite remedial English and math with corequisite models by the 2028–2029 school year. The Department of Education establishes the framework by rule. Read section 11.

Signed in 2026; effective July 1, 2026. The effective date is separate from the implementation deadline. Iowa Education's June 2026 bulletin.

Minnesota State · System initiative

Published goal: fall 2027

Minnesota State describes a system-led rollout of corequisite developmental education across its colleges and universities, with a fall 2027 launch goal. This is a published system initiative—not verified new statewide legislation or a claim that rollout is already complete. Minnesota State's rollout.

The February 2025 baseline identifies corequisites as allowed under procedure 3.3.1. The rollout is a separate update. ECS baseline.

Policies vary by system, student group and subject; this guide is not a claim that every state mandates corequisites. A 'no policy identified' entry describes that source's scan, not an absence of local programs.

Faculty-led possibilities

Support that follows the gateway course.

An institution could select LinguaBeasts, MathBeasts, or both, delivered in the BeastScholar.com college environment. Public Linguabeasts.com is a separate retail offering.

Proposed pilot workflows, under development. Advanced assignment alignment and instructor coordination below are possibilities to design with colleges, not a promise that every step is already fully shipped.

LinguaBeasts

Writing support grounded in students' own work

  1. Keep structured beast lessons, practice, and mastery work ongoing alongside gateway writing.
  2. The instructor builds reusable quests from an actual gateway assignment, its rubric, and optional authorized reading.
  3. Students submit their own writing. Proposed detailed beast findings identify issues by paragraph, with quoted evidence from that submission.
  4. Assign targeted practice, followed by independent application and reassessment; archive mastery evidence over time.

Instructor coordination example

Gateway and support instructors agree on an argument essay's evidence criteria. The support instructor assigns relevant beasts; the student revises independently and demonstrates the skill in a fresh paragraph. Faculty review the evidence—not a generated replacement essay.

MathBeasts

Targeted practice for the chosen math pathway

  1. Corequisite and gateway math faculty jointly choose skills appropriate to statistics, quantitative reasoning, or algebra, as applicable.
  2. Assign relevant beasts aligned to the skills students need for current gateway work.
  3. Faculty identify errors from standard class work and require targeted practice followed by a fresh retest.
  4. Maintain mastery evidence, with faculty retaining control of assignments, interpretation, and assessment.

Instructor coordination example

A statistics instructor identifies fraction and proportion errors in class work. The support instructor assigns those beasts; students then complete new problems, and faculty review whether the skill transfers.

A potential instructional resource within a college-designed corequisite course. Colleges determine curriculum, credit, placement, accessibility, privacy, assessment and compliance.

No AI replacement essays or automated final grades. No claim of state endorsement, automatic statutory fulfillment, accreditation, proven BeastScholar outcomes, or guaranteed pass rates.
